Under broad direction, works with PSL and other Support Functions to identify and scope products and services to be bid, conducts bid activity, negotiates and manages contracts.


Key Responsibilities include, but are not limited to: 

  • Issues requests for quotations, agreements, and Purchase Orders in SAP
  • Performs pricing analysis and reviews contractor qualifications for award recommendations
  • Issues and manages contracts and master agreements for various services
  • Clears Goods Receipt/Invoice Receipt issues on Purchase Orders
  • Negotiates terms and reviews with management for compliance
  • Coordinates reviews of Quality, Health, Safety and Environment and financial data on perspective contractors for conformance to company standards
  • Holds bid review meetings with prospective suppliers
  • Executes agreements and contracts on behalf of the Company
  • Manages assigned contracts, conducts supplier reviews and evaluations, and maintains updates on insurance requirements as required by each contract
  • Maintains files and logs for all contracts, bids, and other areas of responsibility


Education, Licensure, and Experience:

  • Minimum 3 years of experience in purchasing, contract or subcontract administration, strategic sourcing, category management, or similarly related position
  • Bachelor degree in Supply Chain Management, Engineering, Business Administration, or similar discipline preferred
  • Experience in an analytical role that includes data collection and analysis highly desired
  • Excellent verbal, written, and interpersonal communication skills
  • Excellent planning, organizational, and decision-making skills
  • Ability to grasp technological opportunities and apply them to business opportunity and requirements
  • Demonstrated ability to build good relationships with internal stakeholders and external suppliers
  • Experience with SAP, preferably the Purchase to Pay portion of the system preferred
  • Proficient in all Microsoft Office products, Word, PowerPoint, Excel (pivot tables, Vlookup, etc.)
